MR. OLAJIDE BANKOLE ODE-MARTINS (DIRECTOR PLANNING, RESEARCH AND STATISTICS)
Mr. Olajide Bankole Ode-Martins was deployed to the Federal Ministry of Works and Housing on 7th September ,2020 as Director of Planning, Research and Statistics Department of. He was born on 3rd June 1963 in Lagos and he attended Ahmadu Bello University Zaria where he obtained B. Sc (Hon) International Relation Studies in 1984.
2. He joined Federal Civil Service on the 2nd May, 1989 as Administrative Officer II and rose to the position of a Director in January 2018. He attended Several Courses local and overseas and belong to several professional bodies.
3. He is Happily married with 3 Children.
FUNCTIONS OF THE PLANNING, RESEARCH AND STATISTICS DEPARTMENT
1.1 The Planning, Research & Statistics Department is headed by a Director charged with the responsibilities of general ministerial planning, research and collating statistical data for planning purposes in the Ministry. The Department is divided into two divisions, namely; Planning and Research & Statistics. There is a total of 96 staff capacity in the Department with Works Sector having 57 Staff while Housing Sector has 39 Staff.
2.0 PLANNING DIVISION
2.1 Essentially, this Division handles all matters relating to seminars, workshops, receptions and Parastatals’ matters. The Division is also the Secretariat of the Council on Works, an event expected to hold annually. The Division also oversees the activities of the Monitoring and Evaluation (M&E) Branch. Furthermore, it coordinates the Bilateral/Multilateral issues of the Ministry (Works and Housing Sectors)
2.2 Functions:
(i) Arrangement, preparation and coordination of the National Council on Works;
(ii) The supervision of the implementation of decisions reached at the National Council on Works;
(iii) Preparation of the Department Annual Budget (Capital & Recurrent);
(iv) Jointly preparing of Memoranda to the Federal Executive Council (FEC) Secretariat and supervises the Implementation and monitoring of Federal Executive Council decisions and conclusions;
(v) Jointly responsible for national monitoring exercise of capital projects of the Federal Ministry of Budget National Planning;
(vi) Write periodic and annual reports on overall ministerial policy performance and highlight areas needing special attention or improvement;
(vii) Coordinates all bilateral and multilateral related assignment i.e. Bi- National Commissions, UNESCO, UNDP, IMF, WORLD BANK etc, projects of the Ministry with the National Planning Commission, (NPC);
2.3 MONITORING & EVALUATION BRANCH:
(i) Main function is to visit project sites and hold meetings with Federal Controller of Works Engineer’s Representative and Contractors in charge of the projects on a regular basis to appraise their performance vis-à-vis payment made against physical progress accomplishment;
3.0 RESEARCH & STATISTICS DIVISION
3.1 Research & Statistics Division oversees the activities of the Ministry’s Library, the Statistics Branch and the conduct of sectoral research coupled with the collection, collation and analysis of statistical data of the Ministry and the infrastructural sector. The Division is also in charge of the Departmental Registry.
Functions:
(i) Research and data collection in respect of sectoral policy on Highways, Engineering Services and Surveys. Conducts internal organization and operational management and research (OOMR) of the Ministry;
(ii) Sorting and monitoring of performance of efficiency target for the various sub divisions and staff of the Ministry’s record and information system;
(iii) Researching to sectors over which the office has jurisdiction;
(iv) Management of the Ministry’s record information system; and
(v) Coordinates all activities of the Registry and Library of the Ministry.
4.0 STATISTICS BRANCH
4.1 INTRODUCTION
4.2 Statistics Branch is one of the branches in the Research and Statistics Division, of the Planning, Research and Statistics Department. Statistics Branch assists in the conduct of sectoral research coupled with the collection, collation and analysis of statistical data of the Ministry.
4.3 Functions:
* Research and data collection in respect of sectoral policy on Highways, Engineering Services and Surveys.
* Conducts internal organization and operational management and research (OOMR) of the Ministry;
* Research into sectors over which the Ministry has jurisdiction;
* Conducting statistical inquiries in the Ministry;
* Collection, collation and analysis of Data for the production of Digest of Statistics for the Ministry;
* Compilation of Manpower Statistics for the Ministry;
4.4. POLICY REGISTRY UNIT
4.5 The Policy Registry deals with policy files that on policy issues of the Ministry, and is housed under the PRS Department
4.6 FUNCTION OF THE POLICY REGISTRY
i. Opening registry files on policy matters;
ii. Indexing of files;
iii. Dispatching of files to Departments, Sections and Units of the Ministry;
iv. Conducting morning list to monitor the movement of the policy files within the Ministry
5.0 LIBRARY UNIT
5.1 INTRODUCTION
5.2 Library Unit is one of the units under the Research and Statistics Division of the Planning,
5.3 FUNCTIONS
i. Regular and constant supply of National Newspapers and Magazines to the Directors and Library clientele;
ii. Provision of Internal Services to readers and staff of the Ministry;
iii. Binding of old daily Newspapers into book form;
iv. Library helps to collate and disseminate information to the members of staff of the Ministry.
5.4 Statutory Functions of the Library Cataloguing and classification of library books; Computerization of library books;
Acquisition and classification of journals and periodicals; Indexing of journals and periodicals; Binding of journals, periodicals, gazettes and Newspapers; Updating readers on information; Training readers on how to use and search for location of books in the library on the computer; Provision of information in case of Internet failure; Sourcing necessary and useful information from other related libraries; Vetting and pointing out relevant information related to the Ministry of Works.
6.0 FREEDOM OF INFORMATION UNIT (FOI)
This adhoc assignment is coordinated by the Planning Division of the Department. Members of the in-house Committee on FOI are drawn from various Departments / Units of the Ministry in order to help facilitate easy retrieval of information to enable the Ministry respond to requests of individual/organization within 7 days as stipulated in the Freedom of Information Act.
ii. The Director, PRS is the Chairman of the FOI Unit, while the Assistant Director (Planning) coordinates. The Secretary is an officer on Grade Level 12.
7.0 COORDINATING THE CABINET SECRETARIAT ELECTRONIC DATA MANAGEMENT SYSTEM (EDMS)
7.1. The Planning Division coordinates the EDMS, which is a means of forwarding the Ministry’s memoranda to the Cabinet Secretariat scheduled for the Federal Executive Council Meetings
