REMARKS BY THE HONOURABLE MINISTER OF HOUSING & URBAN DEVELOPMENT ON THE GOOD MORNING NIGERIA PROGRAMME ON THURSDAY, 9TH NOVEMBER, 2023.

Dear Nigerians,

I had the honour of speaking on the Good morning Nigeria programme on the NTA Network this morning. It was an opportunity to reiterate our commitment to the Renewed Hope Agenda for Housing and Urban Development as envisaged by His Excellency, President Bola Ahmed Tinubu.

I highlighted our key priorities for the Housing and Urban sector, including the plan to create Renewed Hope Cities across Nigeria, starting with a first phase of 40,000 housing units across all 36 states and the Federal Capital Territory. We estimate that Nigeria requires an average of 550,000 units annually over a 10-year period to bridge the housing deficit, and the Renewed Hope Cities project is only one step towards achieving that.

I also firmly emphasized our commitment to strengthening the institutional capacity of the Ministry and our agencies like the Federal Mortgage Bank of Nigeria (FMBN) and the Federal Housing Authority (FHA). This involves reviewing the FMBN Act, the NHF Act, and other extant laws that no longer serve their purpose in view of current realities. We're also actively pursuing a review of the Land Use Act to make land administration seamless for enhanced property investment.

Our Slum Upgrading and Urban Renewal project will help upgrade communities deemed unfit for human habitation into livable and decent cities. We're not just concerned about increasing the housing stock, but also deeply committed to ensuring that Nigerians have decent places to call home.

I also seized the opportunity to inform Nigerians of our desire to complete all abandoned projects in the country. We're currently on an inspection tour and assessment of such projects. Not only will they be completed, but we will ensure that all projects we embark upon are completed as and when due.

Overall, our objective is to provide affordable and quality housing to Nigerians, while also creating decent cities and communities. We realize that the private sector should play a huge role in this regard. Not only are we partnering directly on projects, we're also creating an enabling environment for the private sector to thrive, by reviewing laws that have become stumbling blocks to progress and addressing the legacy challenges that have discouraged investments over the years, including access to land and titling, credit, and raw materials.

Let me re-echo the promise I made to Nigerians on the programme. The Tinubu administration is genuinely concerned about the housing and urban sector, and we will drive the much-needed change and development that Nigerians so dearly need.

Minister of Works, Umahi Appoints Barr. Orji Uchenna Orji as Chief Press Secretary.

Barr. Orji Uchenna Orji, Former Commissioner for Information, Ebonyi State, has been appointed Chief Press Secretary to the Minister of Works, Senator Dave Umahi. The appointment takes immediate effect. He was Deputy Director Tinubu/Shettima Presidential Campaign Council, Sub Committee on CSOs 2023. Director, Directorate of Information, Divine Mandate Campaign Council, 2023.

Orji Uchenna Orji Francis was born 3rd February 1976. He hails from Amaedim Ngwogwo, village, Ishiagu, Ivo Local Government Area of Ebonyi State.

He is happily married to Mrs Ijeoma Sylvia Orji and the union is blessed with 6 adorable children. The trained articulate Lawyer never hesitates to announce that his Next of Kin is his wife.

Works Minister Inspects Lagos Bridges

Minister of Works Engr. David Nweze Umahi was on a working visit to Third Mainland, Carter, Falomo, Iddo, Eko, Marina and Iganmu Bridges in Lagos State.

The Minister inspected the bridges alongside some Directors in the Ministry with contractors on Saturday 28th, October 2023.

Umahi, while briefing the Press, pointed out problems on the Third Mainland Bridge which was built in two sections Sixty years ago by an Italian Company and Julius Berger.

He said the reason for deflection on the bridge was lack of maintenance from the national level, other than the last administration where intervention came from and the State Government especially when President Bola Ahmed Tinubu was in office.

The Minister said due to the technicality of the job on Eko Bridge where the Bridge deck would be open, equipment worth one point two million Euros would be imported into the Country that would be used in maintaining the aspect of the bridge.

He commended the last administration's work on the bridge, the bridge suffered two problems. " Eko Bridge suffered two problems such as lack of maintenance, and the bearings eating up, lots of the pair gaps have serious issues but the last administration did a very good and wonderful work."

"Work is on going, it will finish in 2024 because we are pushing for increase in the number of workers and equipment to site, they are doing a beautiful work”. 

Umahi said "Without Eko Bridge, we will not have any truck coming into Island so that is our saviour."

Engr. Umahi, thanked the President and the National Assembly for looking at Infrastructure strategically in Lagos State, the financial capital of the country which has lots of national infrastructure that tremendously add to the country's gross domestic product (GDP) therefore it cannot be neglected. He added.

The works Minister congratulated President Bola Ahmed Tinubu and his Vice, Kashim Shettima on their victory at the supreme court  and urged the  leaders in the country to put the nation ahead of all interest  and the region.

Ministry of Housing and Urban Development, IFC Agree to Partner on Reforms and Affordable Housing Delivery in Nigeria

•    Sets up Technical Committee to Develop Framework for Comprehensive Partnership Agreement

The Ministry of Housing and Urban Development and the International Finance Corporation (IFC) have agreed to deepen collaboration towards the successful implementation of the Renewed Hope Action Plan for Housing and Urban Development in Nigeria. The Ministry’s Plan comprises housing reforms and initiatives which aim to deliver decent, affordable, and quality housing to Nigerians across all income segments.

This was revealed during a courtesy visit by a delegation from the IFC, led by Dr. Dahlia Khalifa - Regional Director, Central Africa and Anglophone West Africa, to the Minister at the ministry’s headquarters in Abuja on Tuesday 24th October 2023,

Represented by the Minister of State, Alhaji Abdullahi Tijjani Gwarzo, Arc. Ahmed Musa Dangiwa underscored the important work of the IFC in providing funding for developmental projects across Africa but noted that Nigeria was yet to maximise its partnership with the body, especially in the area of housing and urban development.

“I am aware that the ministry has had several interactions and engagements with the IFC in the past. However, it seems that we have not maximized our partnership with the IFC to empower private developers and the ministry to deliver at significant scale decent and affordable housing to Nigerians. Upon reviewing your 2023 Annual Report, I noticed that the IFC has committed over $128.3 billion in loans, grants, investments, and guarantees to partner countries and private businesses. In Sub-Saharan Africa, the report indicates that the IFC committed over $38.6 billion. What remains unclear to me is the specific amount of this investment that flowed into Nigeria, both for the country and private businesses” Dangiwa said.

He noted that the focus and priorities of the new government require an enhanced and expanded partnership with the IFC. “We are determined to realize the bold vision of His Excellency, President Bola Ahmed Tinubu’s Renewed Hope Agenda for housing and urban development. As the drivers of His Excellency’s vision at the Ministry, we are intent on implementing a Comprehensive Framework for the Reform of the Housing and Urban Sector in the country”, he noted.

Speaking further, the Minister reeled out the action plan of the ministry to include strengthening the institutional capacity of agencies under its supervision including the Federal Mortgage Bank of Nigeria (FMBN) and the Federal Housing Authority (FHA), increasing the supply of decent and affordable housing, establishing a National Social Housing Fund (NSHF), and implementing land reforms to enhance easy and cost-effective access to land. Others include establishing Building Materials Manufacturing Hubs across the country, implementing a Nationwide Urban Renewal and Slum Upgrading programme, as well as the development of New Cities that are integrated, inclusive using a demand driven strategy that will ensure prompt offtake of units built.

“At the end of this meeting, we would like the IFC and our team to work out a Structured Actionable framework that would see the Ministry and IFC sign a Comprehensive Partnership Agreement on Housing and Urban Development covering all areas of IFC's interventions related to housing and urban development. We would expect this agreement to state what the IFC can do to assist us in achieving our housing and urban development plans, as well as the Ministry's responsibilities”, he added.

Senior Country Manager of the IFC, Kalim Shah noted that housing is a major focus of the IFC across Africa where they service both the supply and demand sides of the industry. He said the purpose of the visit was to understand what the ministry is doing and see how the group can partner and support their efforts to enhance the delivery of affordable housing to Nigerians.

“We see some honest desire on the part of the new government to provide affordable housing to the people, and we’ve come as partners to see how we can support what you’re doing. As an arm of the World Bank, our focus is primarily on private sector investment, so we’re looking for areas where we can work with the ministry in line with your vision for decent and affordable housing solutions to Nigerians”, he said.

Also speaking, Senior Investment Officer, Public-Private Partnership of IFC, Alexander Leigh, said the corporation will be looking to engage more with the ministry in a bid to identify the specific needs that they have, so that they can provide solutions that are tailored to such needs. He added that the IFC considers factors like access to land and its administration, construction costs, the situation of beneficiaries to occupy the houses, and affordability in its dealings with countries, expressing optimism in the ministry’s efforts to address such issues.

The minister reiterated the ministry’s commitment to creating an enabling environment for the private sector to thrive. “Particularly, the Ministry, like the IFC, views the private sector as a key partner in our efforts to increase access to affordable housing for Nigerians. A key part of our strategy is to create an enabling environment for increased private-sector investment in housing and urban development. Therefore, we seek a partnership with the IFC that enables more of our private developers to access funding through IFC mechanisms. While we work towards an agreement, in the interim, we propose that our teams collaborate to develop modalities for a Ministry-sponsored Workshop. This workshop will facilitate a meeting between the IFC and our private developers to explain the procedures for accessing finance to drive their projects. In this new era, we want more Nigerian developers to access funding using the mechanism of the IFC,” he said.

He further assured the corporation of the ministry’s commitment to transparency and accountability in their dealings. “Our sole goal is to deliver on Mr. President’s objective of providing decent and quality accommodation to all Nigerians, especially the 80 percent falling within the medium and low segments. We aim to build livable communities and leverage the housing sector to lift 100 million Nigerians out of poverty”, he said.

Ministry of Housing and Urban Development Engages Un-Habitat on Funding, Technical Support for Nationwide Urban Renewal and Slum Grading Projects

The Federal Ministry of Housing and Urban Development has expressed commitment to deepening partnership with the United Nations Human Settlements Programme (UN-Habitat) towards mobilizing multi-lateral funding and technical support for planned Nationwide Urban Renewal and Slum Upgrading Program under the Renewed Hope Agenda of the government. The program aims to improve living conditions in Nigeria’s urban areas and transform informal settlements into vibrant, integrated neighborhoods with access to essential services, while preventing the proliferation of slums.

Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa stated this during a meeting with a delegation of UN-Habitat, led by the Director, Regional Office for Africa, Oumar Sylla, at the Ministry’s headquarters on Thursday October 19, 2023 at the nation’s capital, Abuja.

The Minister observed that UN-Habitat’s new vision of “a better quality of life for all in an urbanizing world” aligns fully with the Renewed Hope Agenda of His Excellency President Bola Ahmed Tinubu, GCFR, for Housing and Sustainable Urban Development, and called on the body to support the bold plans of the ministry to increase access to decent, quality, and affordable housing for all Nigerians, including those that fall within the low and medium-income segments of the country.

“We are counting on UN-Habitat to continue to render its technical support to the ministry as the focal point for the implementation of Sustainable Development Goal 11, which aims to make our towns and cities safe, resilient, and sustainable.

“Additionally, we would like to seek UN-Habitat’s collaboration in advancing the SDGs. Specific areas include helping us to mobilise multilateral funding for our Urban Renewal and Slum Upgrading Programme and the New City Development Project”, he said.

Speaking further, Dangiwa appreciated UN-Habitat for assisting with the review of the National Urban Development Policy (NUDP) and assured of the ministry’s commitment to complete and adopt the document with the technical support of the organization.

He further called for deepened collaboration between the ministry and UN-Habitat, noting that the meeting should mark a new, bolder, innovative, and more impactful partnership between the two parties; one that will see the ministry explore all the potentials and capacities of UN-Habitat to help achieve the Renewed Hope Agenda of President Bola Ahmed Tinubu.

“I am impressed with your strategic plan for the period 2020-2023. In it, I see several points of intersection with the Renewed Hope Agenda of our government. This includes reduced spatial inequality and poverty in communities across the urban-rural continuum; enhanced shared prosperity of cities and regions; strengthened climate action and improved urban environment; as well as effective urban crisis prevention and response”, Dangiwa added.

Also discussed at the meeting was Nigeria’s $250,000 annual funding support to the UN-Habitat Support Office (UN-HAPSO) in Nigeria. The Minister assured the delegation of Nigeria’s commitment to fulfilling its obligations and has already set in motion the process to pay its statutory contribution to UN-Habitat, which was delayed due to the transition to a new administration in the country. He further stated that continued funding support to UN-Habitat’s office in Nigeria will reposition the office to adequately play its role in providing technical support services to housing and urban development stakeholders in the country.

The visit of UN-Habitat’s delegation comes as the ministry continues to unveil plans to make affordable homeownership accessible to more Nigerians, while also building sustainable cities and upgrading slums in the country. The intention of the ministry is to leverage the partnership with UN-Habitat to foster speedy and sustainable implementation of its plans for housing and urban development.

Arc. Dangiwa, therefore, called for series of future engagements with UN Habitat so that the activities and programmes mapped out in any future work plan will align with the priorities of the current administration of President Bola Ahmed Tinubu, GCFR, as mandated to the Federal Ministry of Housing and Urban Development.

Responding, Oumar Sylla, the leader of the delegation, assured the Honourable Minister that the 2023-2027 work plan of the UN-Habitat for the country will definitely be aligned with the priorities of the Renewed Hope Agenda of the current administration.

Minister of Housing and Urban Development Calls on Nigerian Institute of Quantity Surveyors to Uphold Ethics and Standards

Arc. Ahmed Musa Dangiwa, the Minister of Housing and Urban Development, has called upon the Nigerian Institute of Quantity Surveyors (NIQS) to champion ethics and excellence within the construction and building sector in Nigeria. This call was made during a courtesy visit by the leadership of the Institute to the Ministry’s Headquarters in Abuja on Tuesday.

Emphasizing the vital role that the Institute plays in maintaining and elevating industry standards within the construction and building sector in Nigeria, the Minister stressed the importance of setting and upholding high ethical and professional standards among its members. He urged NIQS to take stringent disciplinary actions against those engaged in substandard practices. By doing so, he emphasized, the Institute would protect the reputation of the profession and substantially contribute to the safety and quality of construction in Nigeria.

According to Arc. Dangiwa, the Institute is a critical partner in the Ministry’s efforts to develop cost-effective housing designs and promote the construction of quality and affordable housing that caters to the income profiles of 80 percent of Nigerians falling within the low- and medium-income bracket.

“One of the central pillars of my tenure as the Minister of Housing and Urban Development is the prioritization of affordable housing. It is of utmost importance that we address the housing needs of the 80 percent of Nigeria's population who fall within the no-income, low to medium earners category. These hardworking citizens are equally deserving of living in decent, well-planned homes and neighborhoods that reflect the principles of inclusivity and fairness. Achieving this requires affordable housing design concepts based on the most efficient bills of quantities,” he stated.

He noted that in his first week in office, he set up an Affordable Housing Design Committee to develop more efficient design options that fit the income profiles of Nigerians within the low- and medium-income bracket. “Our Ministry professionals have done a great job and we ll like to have your comments before we unveil them to the public. Our goal is to come up with the most efficient, workable, and sustainable affordable designs that will help us deliver on our mandate,” he noted.

“Your profession plays a key role in the delivery of affordable housing. Your ability to manage costs, optimize resources, and ensure quality and compliance directly impacts the feasibility of affordable housing projects. By leveraging your expertise, we can create sustainable, well-built, and affordable housing solutions for communities, promoting social development and economic progress. Indeed, quantity surveyors are the custodians of fiscal responsibility in construction. Your discerning eyes prevent wastage, ensuring that resources are utilized efficiently. Through their expertise, they pave the way for affordable housing without compromise.”

Furthermore, the Minister expressed his deep appreciation for the expertise of quantity surveyors and acknowledged their ability to optimize resources, manage costs, and guarantee quality, all of which directly influence the feasibility of affordable housing projects.

He encouraged the NIQS to actively collaborate with the government in the ongoing review of building standards and regulations. The Minister emphasized the importance of aligning industry benchmarks with global best practices, ensuring they reflect the unique challenges and opportunities of the Nigerian construction sector.

In his remarks, President Shonubi Michael Olayemi commended the Ministry’s proactive approach towards affordable housing and assured the Minister of the NIQS’s commitment to collaboration. He reiterated the Institute's dedication to maintaining high standards within the industry and emphasized the importance of continuous professional development for quantity surveyors.

“The NIQS is deeply committed to ensuring that our members adhere to the highest ethical standards. We will collaborate with the Ministry to provide expert input during the review of building standards and regulations. Together, we can contribute significantly to the development of quality and affordable housing in Nigeria,” President Olayemi stated.

Ministry of Housing & Urban Development Plans Visionary Cross-Subsidization Initiative to Boost Inclusive & Affordable Housing

The Ministry of Housing and Urban Development has revealed plans to introduce a groundbreaking initiative aimed at revolutionizing inclusivity and affordability in Nigeria through the introduction of cross subsidies in housing projects.

This visionary strategy, championed by the Honorable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, promises to redefine housing accessibility by integrating a mix of low, medium, and high-end housing projects, ensuring inclusivity for Nigerians of all income brackets.

Arc. Dangiwa, unveiled this innovative approach while reviewing affordable housing options presented by the Ministry’s Affordable Housing Building Design Committee. The Minister had established the Committee during his first week in office to review designs of Ministry’s projects and ensure that houses that the Ministry promotes fall within price-ranges that low- and medium-income earners can afford.

The revised designs featured several cost-saving changes including organic one one-bedroom bungalows to lower cost of purchase while allowing beneficiaries the latitude to expand to two and three-bedrooms as his income increases, optimized space management, smart roofing techniques and basic internal finishings amongst several others. 

In his remarks, Arc. Dangiwa commended the Design Team for their creativity. He also emphasized the necessity of embracing innovative concepts like cross subsidies to counter the challenges posed by inflation, the soaring costs of building materials, which have led to an increase in planned house prices. 

"I am impressed with the work that the Affordable Housing Design Team has accomplished, thus far, in reducing the cost of houses that we plan to promote so that all Nigerians can benefit. While there is progress, the escalating cost of building materials has almost taken off all the savings from the revised designs. For us to achieve our goals, we have to think out of the box and embrace creative solutions. This is why we plan to work out a comprehensive framework for introducing cross subsidies in projects delivered through Public Private Partnerships and the agencies under the Ministry," stated Arc. Ahmed Dangiwa, the Minister of Housing and Urban Development.

He explained that cross subsidies are important policy tools used by governments and urban planners to address housing affordability issues and promote inclusive urban development. 

He added that the approach involves redistributing the costs and benefits of housing development across different income groups. “The reality of the affordable housing debate is that many civil servants and other Nigerians working in the public sector cannot even afford a decent mortgage with their salaries. Our mechanism will be to promote market-based prices for high end developments to those who can afford it, thereby subsidizing housing costs for lower-income households.”

The Ministry's vision for implementing cross-subsidy is rooted in a commitment to social equity and inclusive urban development. By strategically channeling profits from high-end housing projects, the Ministry aims to promote a housing landscape where every citizen, regardless of income, finds a place to call home. This approach is not merely about constructing houses; it's about fostering communities where opportunities are equal, and prosperity knows no bounds.

Arc. Ahmed Dangiwa further elaborated on the Ministry's ambitious objective: "We are not driven by profit but the desire to ensure that all Nigerians have access to decent and affordable housing. Through cross-subsidy, we aspire to create a blueprint for a harmonious society, ensuring that the benefits of growth are shared by all. We are transforming the dream of affordable housing into a tangible reality for our citizens."
 

About Cross Subsidies for Housing:
Housing projects are designed with a mix of units catering to varying income levels. Market-rate units are priced higher, often reflecting the actual cost of construction and profit margins for developers. Within the same project, a certain percentage of units are allocated as affordable housing. These units are sold or rented at prices significantly lower than the market rate. Revenues generated from the market-rate units subsidize the construction and maintenance costs of affordable units. This subsidization allows lower-income families to access housing at a reduced cost.

Cross subsidies ensure that diverse income groups can reside within the same community, promoting social integration and preventing the formation of economically segregated neighborhoods.

Dangiwa Initiates Technical Collaboration on Social Housing with Algeria’s Ministry of Housing, Urban Planning, and the City

In a significant move toward ensuring efficiency and sustainable impact of planned social housing initiatives in Nigeria, Arc. Ahmed Musa Dangiwa, Nigeria's Minister of Housing and Urban Development, met with Mohamed Tarek Belaribi, Minister of Housing, Urban Planning, and the City, Algeria, at the Sheraton Hotel in Algiers. The ministers engaged in a fruitful discussion centered around sharing expertise and knowledge on social housing programs. The meeting was on the sidelines of the 2023 Extraordinary General Meeting (EGM) of Shelter Afrique which held from 3rd to 6th October.

In his remarks, Arc. Dangiwa underscored Nigeria's commitment to addressing its housing challenges under the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR. He revealed plans to rapidly increase Nigeria’s housing stock annually and create new cities across the country. He also mentioned the government’s plans to establish a National Social Housing Fund (NSHF) to cater to the housing needs of No income and low-income Nigerians and expressed eagerness to learn from Algeria's successful social housing model.

Minister Belaribi welcomed the hon. minister and his team while acknowledging the pivotal role housing plays in Algeria. He highlighted Algeria's remarkable progress, producing and distributing 1,160,000 housing units in 2020 and 400,000 units in 2022. Belaribi outlined Algeria's Integrated Cities approach, which includes incorporating schools, hospitals, roads, and ensuring security measures. He stressed the importance of urban and land development, citing the National Scheme on Urban Development and the creation of five new cities as pivotal steps.

Regarding social housing formulas, Belaribi outlined diverse approaches, including delivering units without any upfront payment, a rent-to-own scheme managed by the Agency of Amelioration and Development of Housing (AADH), and tailoring housing sizes based on income and family size. He also discussed the innovative National Bank on Housing, allowing subscribers to save for homeownership, thereby reducing the government's financial burden.

Minister Belaribi expressed readiness for collaboration, organizing meetings with key officials and offering Algeria's expertise in various fields. He emphasized the importance of establishing a formal agreement between the two ministries and proposed a comprehensive framework for joint efforts.

The meeting between the two ministers marked a crucial step toward international cooperation, fostering collaboration that promises significant advancements in social housing, benefiting the citizens of both Nigeria and Algeria.

Housing Minister Commends BUA Cement PLC’s Decision To Reduce Cement Price To N3,500

Arc. Ahmed Musa Dangiwa, the Honorable Minister of Housing and Urban Development, has applauded BUA Cement Plc’s recent decision to reduce the price of cement to N3,500 from about N5,500.

He said the proactive gesture will reduce the cost of cement, which is a major cost in housing construction, and that it supports the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR to provide affordable housing to Nigerians.

The Minister made these remarks in response to BUA Plc’s official announcement of the reduction on Sunday, 1st October 2023. He underscored that the soaring cost of cement has led to a drastic increase in house prices, making them unaffordable for the average Nigerian, adding that that BUA Cement Plc’s decision represents a substantial stride toward easing the financial burden on aspiring homeowners.

Dangiwa emphasized that since assuming office, he has made promoting the delivery of affordable housing as a top priority in line with the Renewed Hope Agenda. “The escalating prices of building materials, especially cement, have placed a daunting obstacle on the path to homeownership for many Nigerians. BUA Cement Plc’s decision to reduce the price of cement to N3,500 is highly commendable. It reflects their understanding of the struggles faced by ordinary Nigerians and is a positive step towards making housing more affordable and attainable for all,” he noted.

“I commend BUA Cement Plc for their socially responsible decision to reduce the price of cement. Accessible and affordable housing is a fundamental right, and this move by BUA Cement Plc will undoubtedly alleviate the challenges faced by our citizens. It demonstrates a shared commitment to improving the lives of our people and furthering the goals of sustainable urban development.”

The Hon. Minister of Housing and Urban Development stated that BUA Cement Plc’s initiative will not only benefit individual homeowners but will also stimulate economic growth, create jobs, and lift many Nigerians out of poverty by fostering affordable housing construction and infrastructure development.

He encouraged other industry players to emulate BUA Cement Plc’s example, urging them to consider the social impact of their decisions. He believes that collaborative efforts between the government and private sector entities are essential in overcoming the challenges related to housing affordability and ensuring the realization of decent living conditions for every Nigerian citizen.

63 Hearty Cheers to Our Fatherland - Nigeria

1. It is with a deep sense of honour that I express my profound felicitations to the President and Commander-In- Chief of the Armed Forces of the Federal Republic of Nigeria, His Excellency, Sen. Asiwaju Bola Ahmed Tinubu, GCFR and indeed all Nigerians on this grand occasion of the celebration of 63 years of the Independence of Nigeria, this 1st day of October, 2023.

2. This year’s Independence Anniversary is remarkable as it is historic; it is an event that marks the first Independence Anniversary celebration under the administration of a leader par excellence and living legend who made inestimable sacrifice for the survival our nationhood.  We remember with nostalgia the great zeal with which our fore bearers received the Charter of Freedom from our colonial masters on that glorious day and the turbulence that greeted our journey to nationhood till this administration came on board. Today, the Renewed Hope agenda of Mr. President has come with a Divine purpose for the actualization of the dreams of our founding fathers and the aspirations of Nigerians.

3 Although the challenges are well accumulated and humongous, we vouch that with Mr. President who is a man of honour, courage and great integrity, the glory of our nation shall return to its pride of place. We pledge to work concertedly to improve the quality of life of Nigerians and prosper their livelihood. No Issues. One United Works Ministry.

This is to bring to the attention and proper information of the general public that the Minister of Works H.E, Sen. (Engr) David Nweze Umahi CON was at no time locked up in his office nor denied access today, Thursday the 28th of Sept. 2023.

The Hon Minister, in all fairness, had attempted to bring sanity and orderliness to the service by ensuring that services are rendered as at when due to grow the Nigerian economy to everyone's benefit. Therefore,   to imbibe the spirit of discipline, daily Work activities in the Federal Ministry of Works now begins at 9a.m, Mondays to Fridays for all staff while the closing hour shall be 4p.m.

The Ministry's Union Chairperson, Mr. Williams Kuti during a meeting with the Minister, Permanent Secretary and Management Staff opined that the Minister had started on a good note by identifying both the needs of Nigerians in the quest for good and durable roads and bridges had taken a personal inspection tour of most of the road infrastructure in the South West, South East, South-South and part of the North Central and North west geo political zones of the country, more so he has reached out to staff by means of personal welfare during the just celebrated Muslim festival. The Union Chairman alongside other staff during the meeting requested for more staff buses to ease their movement to and from their locations.

In his address the Minister reminded them that we all have to work in unity to be able to deliver Nigeria our dear country from total collapse. The Minister recalled his several attempts at ensuring that things are done right and also that international best practices are respected by all Contractors in the construction of all Nigerian roads hence forth, by this, proper discipline, and respect of the rule of law and Contract agreement ,we can be sure to see roads that can last more than Seven (7) years but rather roads that will last up to fifty (50) years and that is when the Concrete Technology method of building our roads is put to use, this again the Minister assured will create more jobs for Nigerian Engineers, while increasing the use of local content which are in abundance in Nigeria rather than putting more pressure on the Nigerian Naira for the importation of bitumen and asphalt for road construction.

The Honorable minister promised to go to other zones within the next three weeks and see first-hand the problems Nigerians are facing on the road.

It was a fruitful meeting which ended with the Honorable Minister, being given three Gbosas for playing the role of a true Father to the staff.

FG, COREN Collaborate To Develop Nigerian Roads

The FG and the  Council for the Regulation of Engineering in Nigeria (COREN) have both met to discuss the way forward to develop Nigerian roads, the Minister of Works, H.E Sen. (Engr.) David Nweze Umahi CON  represented the Ministry and presided over the meeting while the President and Chairman of Council for the Regulation of Engineering in Nigeria (COREN) Engr. Prof Sadiq Zubair Abubakar, FNSE led the engineering team to   the meeting, the deliberation  was held at the Ministry of Works Headquarter in Mabushi, Abuja.

The Minister in his remarks said “I want to involve COREN and the Nigerian Society of Engineers (NSE) in our road construction. l have gone round three regions of Nigeria, I am very dissatisfied with the supervision of these construction works. It seems that it is only in the South West that there are very capable hands and hardworking Directors and controllers, notwithstanding, will put the same template to use in all the regions”.

“We would like you to join us as COREN, there is no concrete road constructed in Ebonyi that has not lasted Seven years, our recommendation is that most of our highways are  going to be a continuous reinforced highways, this is the vision of the Ministry” he added.

Umahi further said “when growing up in engineering we use to have consultant, consultant would always know that if they compromised their certificate of practice will be withdrawn even at the ministry level, that is the kind of discipline we want to bring on our road infrastructure, there is no supervision in all our projects, like I said other than the South West. Henceforth every project is going to have one senior consultant later we can begin to have other junior ones, like surveyor, geotechnical and material engineers and other road engineers“.

He enjoined COREN to join him in the propagation for the reintroduction of Concrete pavement in Nigeria. The Minister said that no road that was built in this country had lasted more than three to four years even in the Northern part of Nigeria, he said that the roads in the South East are collapsing even while still under construction. The design in the roads are mostly built below the flood plain and the rains comes, and they are washed away, in his words, the Minister said he counted 9 locations that have collapsed.

The President of COREN in his reaction said “having listened  to you carefully COREN  and NSE  will key into these new positions that you have mentioned, the lack of supervision  you talked about, will be addressed, and we  believe that needs to change totally, we will be able to give our own contribution in that respect”.

He said “COREN   has been restructured, we now have, six Regional offices, with Lagos as a special Region, and then the  thirty six state offices with desk offices with seven departments, these  will play key roles in this supervision, we have developed  a protocol  to engage our members. l believe we are going to play a positive role when we develop modalities on how this will be worked out“.

“ln the aspect of seven professionals per project we are going to look at that and also contribute, the introduction of reinforced concrete, there is a ministerial committee with this ministry which have been working on the specification. l am the chairman of that committee with senior expert along with the Managing Director/Chief Executive Officer of FERMA and others in the next one month we will make the submission and  interim report to you, that should be the first point of engagement which  will expand the horizon for us to this new agenda of concrete road pavement” he said.

Minister of Works Inspects Pilot Concrete Road Project in Cross River State, Enumerates Its Benefits

.....“Let me use this opportunity to debunk reports that I refused to sign certificate of contractors” - Umahi.

The Honourable Minister of Works H.E. Sen (Engr) David Nweze Umahi  while rounding off his tour of the South-South Federal highways and bridges, also  inspected a pilot concrete road  project  that was constructed by the Cross River State Government in Calabar on Friday.

The technology was borrowed from one of Works Minister’s constructed roads in Ebonyi State during his tenure as Governor of the state, the Minister also used the opportunity to highlight the huge benefits and importance of the construction of concrete roads in Nigeria.

During the inspection of the concrete road along Nyong Edem Street in Calabar South , Umahi said “ this pilot project is being initiated by the Governor of Cross River State and this is what we are talking about and I want the press people to see it, in the next 50 to 60 years nobody will touch this road , it  has  being a pilot project from the Governor and his very hard working Commissioner, I want to encourage him to use this concrete to do all his road works and he will not have any regret weather there is rain or sun, this road will continue to remain the way it is and this is what we are talking about “, adding that “ a lot of failures on our roads is because of the method of construction , so I commend the Governor for this bold initiative and I want him to expand it to all his roads”.

The Minister used the opportunity to highlight   the benefits of concrete roads as follows; it lasts up to 50years, cheaper than asphalt, concrete roads contract can be determined without increase in price , It will lift the pressure on the naira as there won’t be need for bitumen importation, nothing less than 10 companies have indicated interest in opening cement factories , it will create jobs , no expatriate is doing the job but local people through direct labour, we are developing our engineering profession , allowing local content by  allowing local engineers to practice what they have learnt  and it will create expansion of the existing cement companies to 90%  from the current 30%.

While responding to allegation of refusal to sign contract certificate, the Minister said “let me use this opportunity to debunk the report that I refuse to sign certificate of contractors and that contractors are dying.

That's not the truth, l am signing the certificates that I am convinced that are all right   but when a project is N34b and is jerked up to N120b or a project that is N44b is jerked up to N126b, I am a civil engineer I have been on this for 30years or more and I am a member of Nigeria Society of Engineers, as a professional anything you sign, you have to know and you have to take responsibility for it “.

Umahi said “ I won’t sign anything I cannot defend, I have told Mr. President this and he is supporting me , so those whose certificates are clear and ok, I have signed, those whose roads have failed I will not sign, they have to go and fix the road back. That is the truth, they say I am signing a certificate for contractors that big men are behind, the only big man before me is God Almighty and Mr. President.“

The Governor of  Cross Rivers State Senator (Prince) Bassey Otu in his remarks said to the Minister “I am so glad today that we have such an action Minister , We started this pilot project as a matter of fact we borrowed this technology from Ebonyi because when we checked the cost and the durability and sustainability we came to the conclusion, we have to do something very economical but beneficial to the people , we are going to replicate this in many localities in as much as you give us your support”.

The Commissioner for Works, Cross River State, Hon. Pius Edet in his appreciation of the Minister's visit said “Your Excellency I want to thank you very much for coming as the proponent of Modern Construction facility in Nigeria, as a proponent of concrete pavement, we felt that it will not be fair to allow you leave without seeing one of your theory being implemented. We pray that God gives you more wisdom and ideology for the success of our country”.

Dangiwa to Deepen Collaboration with Nigerian Institute of Town Planners Toward Sustainable Urban Planning

The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has assured the Nigerian Institute of Town Planners (NITP) of increased collaboration to bolster efforts towards a more sustainable housing and urban planning environment. The Minister gave this assurance when he hosted the leadership of the institute on Thursday, September 21st, 2023, at the Ministry’s headquarters in Abuja.

Arc. Dangiwa stressed the importance of effective urban and regional planning, noting that the institute's input and its members' expertise will be vital in the ministry’s efforts to build livable, decent, and sustainable cities and communities. "As you are all aware, our great nation is at a critical juncture in its history. With a rapidly growing population and urbanization trends, the challenges facing our cities and towns have become more complex and demanding. It is evident that proper urban planning and housing development are key to addressing these challenges effectively," he said.

He further emphasized the essential role the institute plays in shaping the physical, social, and economic development of cities and communities, noting that "expertise in spatial planning, environmental management, and infrastructure development is critical in ensuring that our urban areas are well-planned and able to meet the needs of our citizens."

The delegation, led by the institute’s president, Town Planner Nathaniel Atebije, highlighted the challenges confronting the institute and the sector. They called on the Minister to support the delivery of specific demands, including facilitating the completion and adoption of the Revised National Urban Development Policy, as well as the National Physical Planning Standards. They also urged the implementation of the Nigerian Urban and Regional Planning Law to guide physical development and the establishment of relevant institutions like the National Urban and Regional Planning Commission.

Atebije also noted that "presenting an executive bill to amend areas of the law that do not have sufficient provisions for effective enforcement to make the law more contemporary, particularly with the possibility of putting physical planning matters on the concurrent list in the constitution, is an important step to take." The NITP boss further urged the Ministry to embark on urgent and rigorous capacity building for professionals to enhance the performance of their job.

One of the institution's demands is the creation of an agency to collect and analyze data on housing to assess the deficit in quantity and quality and facilitate effective planning and implementation of the housing policy.

Responding, the Minister assured that most of the issues relating to the legal and regulatory frameworks of urban and physical planning raised by the institution are already being examined by the relevant departments, along with partner agencies and bodies concerned with such matters. "For instance, we’re already working with the National Population Commission to conduct a housing census to determine the quality and quantity of houses in Nigeria so that we can ascertain the true situation. We do not believe there’s a need to create another agency for that purpose, as it would further increase the cost of governance, which this administration is trying to reduce. Besides, that would amount to duplication of responsibilities.

“On the issue of placing the law in the concurrent list, we’re already working with the states to make that a reality. However, it also depends on the cooperation of the National Assembly, which we’re confident we will receive. I can assure you that the other issues you raised, including those related to the implementation of the Urban and Regional Planning law, undue tenure elongation of your council members, and the recruitment and training of professionals, are matters we are taking seriously as a ministry, and they will be resolved in due time," Dangiwa added.

The delegation also took the opportunity to invite the Honourable Minister to the institute’s National Conference scheduled for October 23rd to 27th, 2023, in Asaba, Delta State, where he is scheduled to deliver a goodwill message. The Minister, accepting their invitation, promised to work closely with the NITP to bring about meaningful development in the built sector.

Umahi Invites Directors of Ferma Engineers in Edo, Delta, Bayelsa, And Akwa Ibom Over Failures on East West Road 

.....Minister passes vote of no confidence on the construction of East West Road

The Honourable Minister of Works H.E Sen (Engr) David Nweze Umahi in his continuous assessment of the Nigerian roads has travelled by road from Abuja, through Kogi, Edo, Delta, Bayelsa up to Port Harcourt in Rivers State through the famous much talked about East West Road to inspect the progress of work on the highway by himself on Tuesday the 19th of September,2023.

The Minister said  “ I have invited  all the Directors of Federal Roads Maintenance Agency (FERMA) with their engineers from Edo , Delta , Bayelsa and Akwa Ibom , they should be able to attend to the small failures  and redeem all the places that  failed on the road  and  I will hold a meeting with Niger Delta Development Commission (NNDC ) Managing Director  this evening  to find out  how we can collaborate on this road”.

On the East West road he said  he had discussed with the Edo State  Governor that the  East West road passed through his state and that was what is causing the traffic jams and hold up, he said they have to design a bye pass, so that the heavy trucks can stop ,moving through the town , it is by so doing that the gridlock can be  stopped and business activity in the state can improve.

Umahi said “We have to look at our constituency projects to see how our constituency projects can be meaningful and impactful and I will be discussing this with the leadership of the House of Representative and the Senate“.

While berating SETRACO construction company working on the East West Road the Minister said “the gimmicks the contractors are using is excuse of overloading.

I am passing A VOTE OF NO CONFIDENCE on the construction of this road, I won’t certify anything on this road, the road has failed, and it is not acceptable to us.  the road  is full of pot holes , we have paid over N71b and the road has completely gone down, and the road has been further  reviewed from N44b to 144b billion , apart from the beautiful bridge you have built , the road has completely gone down , project manager tell your team to meet me in Abuja on Monday to tell me  what has caused the failure on the road, I do not accept it is overloading truck, our roads are not properly being constructed and I demand that these roads must be properly constructed , it is a fight that Nigerians must win and Mr. President must win this fight for the sake of the Nigerian people to truly enjoy the dividends of a democratic Government.

Umahi Inspects Lagos – Calabar Coastal Highway.

The Minister of Works, Sen. Engr. David Nweze Umahi has inspected the construction of the Lagos – Calabar Coastal Highway in Lagos recently. The superhighway shall be funded and constructed by HiTech Construction Company under a Public Private Partnership (PPP) model.

The Minister explained that upon completion, the coastal highway will go through to Lekki Deep Sea Port Road, then to Port Harcourt, to Calabar with two spurs, one of the spurs is under phase II going from a point along the coastal road to the ongoing Badagry - Sokoto Road and another spur too along the Ogoja axis of the Trans Sahara trade route.  The phase one he added will be about 650km which consists of two service lanes with four carriageways both sides and a provision for a rail line in the middle of the road.

“The highway shall have multiple spurs that will connect major towns and cities, including a spur connecting Ogoja-axis of the trans Sahara trade route. Umahi added that the project is going to be a major breakthrough under the administration of President Bola Ahmed Tinubu, who has asked him to “fast track this project because it is going to be a catalyst towards the economic development of this country”.
 

The Minister pleaded with the Lagos State Government on the permission to acquire the Right of Way on the road corridor to prevent encroachment and possible disturbances during and after construction.

He said the project would promote tourism, have industrial clusters including hotels, factories, housing estates and several other facilities. “So, this is beautiful, it will promote tourism, have industrial clusters including hotels, factories, housing estates and several other facilities” he said.

Umahi disclosed that the highway is going to be built on concrete road pavement which he said will bring the concrete road construction to the next level and it is happening during this administration.

Earlier in his remarks, the Deputy Governor of Lagos State, Dr. Obafemi Hamzat stated that the project is of public interest, a laudable and a welcome development that will serve Nigeria and its citizens enormously.

He noted that the provision of right of way is the state’s responsibility and must be released for a sustainable road to be delivered for the Nigerian citizens. He admonished the general public to desist from building on right of way because all right of ways in the state has been gazetted by the state House of Assembly.

He thereafter expressed his satisfaction with the Federal Government on the construction of the Coastal Highway saying it will boost the economic growth of the country in general.

Federal Government Flags-Off Emergency Repairs at The Third Mainland Bridge Superstructure

..... Approves The Repair of Over 260 Roads Nationwide

1. The Renewed Hope administration of the President of the Federal Republic of Nigeria, His Excellency Sen. Asiwaju Bola Ahmed Tinubu, GCFR is set to make a historic mark in road Infrastructure revolution in Nigeria. This was revealed by the Hon. Minister of Works, His Excellency, Sen. Engr Nweze David Umahi, CON during the flag-off of the emergency repair of the Third Mainland bridge, Lagos on the 8th day of November, 2023. The Hon. Minister during the event reiterated the determination of the President to turn around the accumulated ugly conditions of the Nigerian roads particularly the Federal Highways.

2. Speaking on the essence of the emergency repair of the Third Mainland Bridge, the Hon. Minister said that the conditions of the bridge superstructure and other elements including the loops and ramps connecting the bridge were bad and required urgent maintenance to serve the road users better. " This is yet another milestone in the actualization of the Renewed Hope agenda of the Divine President Bola Ahmed Tinubu administration which among other things is aimed at the total repositioning of the road and bridge infrastructure in Nigeria and to bring succour to road users who have suffered the effects of the decayed infrastructure over the years,"

3. The Hon. Minister recalled that the immediate past administration had awarded a contract for the comprehensive repair of the loops and ramps connecting to the Third Mainland bridge at the total cost of N6,278,063585.58. But the Renewed Hope administration of Mr President upon coming on board observed that the intervention was for a limited scope as it would not address the problems created by the extra layers of asphalt on the bridge deck of about 150mm thickness that occurred as a result of previous overlays which constitute extra dead load on the bridge."

4. According to the Hon. Minister, "it therefore became imperative to expand the scope of works as awarded to accommodate the additional works and quantities of work items needed to restore the integrity and serviceability of this very important bridge" Hence, the need to expand the scope of the contract which is now "awarded to Messrs CCECC Nig Ltd in the sum of N21,047,430,431.71.

5. The Hon Minister who used the opportunity to thank the President of Nigeria for approving the repair of over 260 Federal Roads across the nation also reiterated his Ministry's commitment to quality and timely delivery of road and bridge infrastructure in Nigeria, pointing out that under his watch, the road users will not suffer discomfort and inconveniences because of road repair. He maintained that his Ministry’s target is to ameliorate the sufferings of road users and give them the best comfort anyone can get in advanced countries of the world.

On his own part, the Lagos State Governor who was represented by his Deputy, His Excellency, Dr Femi Hamzat assured the Hon Minister of Works of a robust partnership in the road revolution agenda of Federal Government, as far as Lagos State is concerned. He praised the initiative of the Federal Government in tackling the deficiencies in road Infrastructure across the nation. 

The Governor also assured road users of adequate traffic management within Lagos State and adequate traffic plan during the festivities. The Governor thereafter performed the flag-off ceremony at the instance of the Hon. Minister of Works.

6. Repair works on the four ramps on the Third Mainland bridge started in earnest on the 6th day of November,2023 and is expected to be completed on or before 13th December,2023. The work of the major carriageway of the bridge will commence on 15th January, 2023.

Ministry of Housing and Urban Development Targets Increased Private Sector Investment for Effective Housing Delivery

The Federal Ministry of Housing and Urban Development has reiterated the need for increased private sector investment in the housing and urban sector in a bid to better deliver on the Renewed Hope mandate. Delivering the Keynote address during the 2023 Urban October event held at the Conference Hall of the Federal Ministry of Works on Tuesday 31st October 2023, Hon. Minister of State for Housing and Urban Development, Engr Abdullahi Tijjani Gwarzo noted that the challenges in the sector are huge and requires increased public-private collaboration to address.

Engr Gwarzo acknowledged the impact of rapid urbanisation on development, noting that urban dwellers now account for more than 50% of Nigeria’s population and are expected to increase to 60% by 2030, thereby requiring adequate preparations in the form of urban planning and management to cater to the expected upsurge of population in towns and cities. “We must build the needed resilience and innovations to absorb the expected shocks. As the world builds and consolidates the foundation of the New Urban Agenda, urgent steps are required to rectify past imperfections by recognizing fully that development is an evolutionary assignment that cannot be entirely resolved by one agency acting alone.

“We envisage an urban future where economic growth and prosperity proceed with equity; one where human exploitation of the natural environment is carried on sustainably; and one where poverty and inequality are attenuated by strong human centred policies,” he said. The Minister of State further recognised the lack of sustainable development financing which is required to achieve the SDGs, including eradicating poverty, and addressing climate change and pollution, noting that government alone cannot handle financing for housing and urban development.

“The Ministry intends to leverage multi-stakeholders and institutional engagements and collaborations to actualise the provision of adequate and affordable housing in both urban and rural areas in secure, healthy, and decent environments for all Nigerians. That is our primary mandate and is one of the cardinal focuses of the present administration’s Renewed Hope Agenda. We, therefore, call for private sector investments in the sector by leveraging on the Ministry’s Public-Private Partnership (PPP) arrangement already in place to mobilise financing for affordable housing and urban development. We equally welcome international development partners and other stakeholders’ collaboration in this regard,” Gwarzo added.

 
Urban October is marked to commemorate the World Habitat Day and World Cities Day, both celebrated in October. Tuesday’s event was heralded by streamed remarks by the UN Secretary-General, Antonio Guterres and the UN-Habitat Executive Director, Maimunah Mohd Sharif. It also featured addresses by heads of federal housing agencies like the Federal Mortgage Bank of Nigeria (FMBN), Madu Hamman and Federal Housing Authority (FHA), Sen. Gbenga Ashafa. Also present were the President of the Nigerian Institute of Town Planners, Nathaniel Atebije; and representatives of Shelter Afrique Development Bank, and the Millard Fuller Foundation.

The Ministry adopted the global themes; “Resilient Urban Economies: Cities as Drivers of Growth and Recovery” and “Financing Sustainable Urban Future for All”, in solidarity with UN-Habitat and other organisations at the forefront of urban advocacies. Engr Gwarzo noted that while the government may not have sufficient financing to address the challenges of housing and urbanisation, efforts are already in place to create the enabling environment for private sector investments, including addressing the challenges of land administration, unbundling the titling processes, generating credible data to aid planning, and establishing Building Materials Manufacturing Hubs across the nation.

Earlier in his goodwill message, the FHA Managing Director called for an inclusive approach to ensure that resolutions reached at the event will be implemented in a synergised manner. “The time is now for us to make our environment more habitable, secure and environmentally sustainable. The recent development in our nation’s housing industry has clearly shown that we have a federal government that has a clearly defined blueprint that is in tandem with the policies of the UN-Habitat. Ministry of Housing Charges Federal Housing Agencies to Embrace Innovation and Bold Ideas to Deliver Renewed Hope Agenda for Housing

The Federal Ministry of Housing and Urban Development has charged federal housing agencies to focus on innovation and audacity in the collective quest to deliver the Renewed Hope Agenda for Housing. This was contained in an address by the Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa during a multi-agency meeting at the ministry’s headquarters in Abuja on Wednesday 25th October 2023.

The meeting was attended by the leadership of the Federal Mortgage Bank of Nigeria (FMBN), the Nigeria Mortgage Refinance Company (NMRC), Family Homes Fund Limited (FHFL), and the Federal Housing Authority (FHA), and led by their Managing Directors and Chief Executive Officers. While noting that the meeting became necessary as part of efforts to ensure all federal agencies within the housing ecosystem work in synergy to achieve the vision of President Bola Ahmed Tinubu for Housing and Urban Development, the Minister urged them to be creative and ensure that their initiatives match the size of the housing challenge that the country faces.

“Under Mr. President’s Renewed Hope Agenda for Housing, the government expects all federal housing agencies to work with the clear understanding that at the core of what they do is providing housing Nigerians. Even though you may differ by name, the end result of your operations, no matter how technically different the institutional framework that guides you, is enabling access to decent and quality housing for all Nigerians across all income segments”, Dangiwa said.

He added that the agencies were strategically established to cater to all segments of the housing market, such as the social housing segment serviced by the FHFL; the affordable housing segment where the FMBN operates, and the mid to high-end segment of the market which is catered by the FHA.

“The Nigeria Mortgage Refinance Company (NMRC), on the other hand, has a significant role to play in developing the housing market and building a robust housing finance market through its mortgage refinancing operations that are designed to boost liquidity in the housing market. So, clearly, our problem is not the lack of institutions. We have them. But as we speak, we must all be humbled by how little we have collectively and individually done to address the housing problems of our country. If we consider the state of the housing market, the systemic challenges we still confront, the estimated size of the housing deficit, the prevalence of slum dwellings, the cost of land acquisition, interest on mortgage loans, among several other challenges, and how little progress we have made to tackling them, we can all agree that we have fallen short of expectations”, he noted.

Arc. Dangiwa reiterated the ambitious plans for housing as captured in the Renewed Hope Agenda and called for increased urgency in the delivery of housing tangibles in a bid to change the embarrassing narrative. “Our population is rapidly increasing, and the demand is rising. We must, therefore, resolve to act in a way that shows the urgency of the moment and the size of the problem we seek to solve. That is what Mr. President requires of us, and that is what we must do going forward”.

The Minister acknowledged the enormous systemic and macro-environment related challenges confronting the sector, including the Land Use Act, Establishment Acts of the FHA and the FMBN, the obsolete provisions of the NHF Act, the rising inflation rate, lack of government capital interventions, and other gaps in the value chain. “Despite these challenges, I believe that there still exist areas that we can leverage despite these challenges to make a greater impact. During my time at the FMBN, we made historic progress despite these challenges. That is what we should aim to do”, he added.

He further highlighted the Action Plan of the Ministry, which includes strengthening the institutional capacity of federal housing agencies, increasing the supply of decent and affordable housing stock, establishment of a National Social Housing Fund (NSHF), implementation of Land Reforms to ease land administration and access for private sector players, setting up Building Materials Manufacturing Hubs across the six geopolitical zones, development of New Cities that are integrated, inclusive, and demand-driven, as well as implementing Urban Renewal and Slum-Upgrading Programmes.

Stressing that President Bola Ahmed Tinubu is a game-changer who is willing to tackle Nigeria’s problems head-on, he called for the total commitment of the agencies to collaborate and participate with other housing stakeholders to see to the delivery of the Renewed Hope Agenda for Housing.

Managing Director and Chief Executive Officer of the NMRC, Kehinde Ogundimu expressed satisfaction with the policy direction and action plan of the ministry, noting that the implementation of the initiatives outlined by the Minister will trigger significant development in the housing sector. “On our part, we’re working to bring about a number of solutions, including the provision of data in partnership with bodies like the Central Bank of Nigeria, National Bureau of Statistics, Office of the Statistician-General of the Federation, and several others to assemble housing-related data based on the 117 indicators we ascertained through engagement with the Association of Affordable Housing.

“We are also working to dematerialize the entire titling process, find solutions to issues around construction such as technology, materials, cost, etc., and find ways around the scarcity of funds and financing”, he said.

In his response, Arc. Dangiwa asked the NMRC to make a presentation at the forthcoming National Council on Housing to educate the commissioners coming from various states on the need for states to adopt the model mortgage foreclosure law. “That way, they can take the message back to their governors. My desire is that we see to the full implementation of the law across the 36 states of the Federation during my time as Minister”, Dangiwa said.

Also commenting, Managing Director and Chief Executive Officer of Family Homes Fund Limited, Abdul Mutallab Muktar said that rising inflation and low incomes are major challenges to the delivery of affordable housing to Nigerians. “We’re finding creative ways to deliver more social housing, and I believe collaboration with other agencies like the NMRC, FMBN, and the FHA can create more avenues for social housing delivery to Nigerians. Data is important for this to happen and so is improved technologies. We’re working with the NMRC and other bodies on those areas as well”, he noted.

Other heads of agencies at the meeting were the Managing Director and Chief Executive Officer of the FHA, Sen. Gbenga Ashafa, MD/CEO of the FMBN represented by the Executive Director, Business Development and Portfolio Management, Mr. Kingsley Chukwuma, and the Managing Director of FHA Mortgage Bank, Mr. Hayatuddeen Auwal. While they pledged to deepen collaboration for better implementation of the Renewed Hope Agenda for Housing, the FHA called on the NMRC to accept other recognized documentation asides the Certificate of Occupancy towards refinancing loans issued by the FHA Mortgage Bank.

Minister of Housing Unveils Plan to Build Renewed Hope Cities Nationwide

• Phase 1 to Create 240,000 Jobs

Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has unveiled plans to build Renewed Hope Cities Nationwide as part of government efforts to promote integrated and functional communities in Nigeria.

The Renewed Hope Cities will have inclusivity at their core. Phase 1 of the project aims to deliver 34,500 housing units in a mix of 1, 2, and 3-bedroom affordable bungalows in Nigeria’s thirty (30) states; multi-level flats to cater to low-medium income earners and terrace and detached bungalows and duplexes for the high-income earners in select state capitals including Lagos, Kano, Borno, Nasarawa, Port Harcourt, Enugu, and the Federal Capital Territory (FCT).

Arc. Dangiwa revealed this when he received the Executive Governor of Taraba State, His Excellency, Dr. Agbu Kefas, at the Ministry’s Headquarters in Abuja on Thursday, October 19, 2023.

Speaking on the plans, the Minister espoused a multi-agency approach and private sector-led approach to delivering the project: “Overall, we aim to deliver under the phase 1 of this project, a total of 34,500 homes from a mix of sponsors comprising the Federal Ministry of Housing and Urban Development’s budgetary allocation, the Federal Mortgage Bank of Nigeria (FMBN), and through Public-Private Partnerships with reputable developers.”

Additionally, he said that to ensure affordability and quick offtake of the houses by Nigerians, the Ministry has outlined the following mix of ownership options for potential beneficiaries. This includes leveraging the Federal Mortgage Bank of Nigeria (FMBN) to enable beneficiaries to access single mortgage loans payable over 30 years using the FMBN NHF Mortgage loan window, Primary Mortgage Banks, and the mechanism of the Nigeria Mortgage Refinance Company (NMRC) to enable beneficiaries who desire homes that are beyond the range offered by FMBN to access home loans at commercial rates.

“We plan to partner the private sector developers to sell the high-end buildings at commercial rates so we can apply the profits towards reducing the cost of the units targeting low-income earners” he added.

The Minister also said off-takers will also be encouraged to own the homes using the FMBN Rent-to-Own housing product which allows contributors to the National Housing Fund (NHF) Scheme to move into a home without equity payment and pay towards ownership over a maximum of 30 years depending on their age.

“To increase affordability, we are also exploring Public Rental where Nigerians who cannot afford to own their homes can rent housing units and pay on a monthly basis. They will also have an option to own the houses when their incomes improve,” he added.

“With the above affordability mix, Nigerians within the low- and medium-income brackets will have a wide range of convenient homeownership options to choose from to own their homes,” he said.

To deliver this, the Minister said the Ministry will need the support of State Governors in accessing free land as their contribution to the government’s plans to deliver affordable housing to all segments of the population.

“In our plan to deliver the Renewed Hope Agenda for Housing, one major area where we seek your support and collaboration is the provision of land. With this project alone, we aim to create over 240,000 jobs at 7 per housing unit. This is in line with Mr. President's goal to create jobs, lift 100 million Nigerians out of poverty, and grow the economy. To do this, we would need access to land at no cost from State Governments. Land is a major component of housing cost, so by giving us land, we would be ticking off a huge cost that will make it possible for the Ministry to deliver the houses at a price that Nigerians can afford,” he added.

He said that the Ministry has written letters to be sent to all State Governors seeking about 50 hectares of land for the Renewed Hope Cities. “I am sure that your Excellency will be kind and gracious enough to honor our request,” he added.

The Minister also noted other areas requiring the support of the Governor to include the reform of the Land Use Act, the passage and adoption of the foreclosure law, and setting up of mortgage.

In his response, the Executive Governor of Taraba State, Dr. Kefas, commended the Minister for the bold housing plans, saying that they fit into his state’s vision for inclusive and sustainable development.

“We are confident that the Renewed Hope Cities will not only create much-needed housing solutions but also generate significant employment opportunities for our people. Taraba State is ready to collaborate in every possible way to ensure the success of this project, bringing us one step closer to realizing the dream of adequate housing for all Nigerians. Once again, I commend the Ministry and assure you of our support in this laudable housing delivery plan,” Dr. Kefas added.

Minister of Housing and Urban Development Calls on Nigerian Institute of Quantity Surveyors to Uphold Ethics and Standards

Arc. Ahmed Musa Dangiwa, the Minister of Housing and Urban Development, has called upon the Nigerian Institute of Quantity Surveyors (NIQS) to champion ethics and excellence within the construction and building sector in Nigeria. This call was made during a courtesy visit by the leadership of the Institute to the Ministry’s Headquarters in Abuja on Tuesday.

Emphasizing the vital role that the Institute plays in maintaining and elevating industry standards within the construction and building sector in Nigeria, the Minister stressed the importance of setting and upholding high ethical and professional standards among its members. He urged NIQS to take stringent disciplinary actions against those engaged in substandard practices. By doing so, he emphasized, the Institute would protect the reputation of the profession and substantially contribute to the safety and quality of construction in Nigeria.

According to Arc. Dangiwa, the Institute is a critical partner in the Ministry’s efforts to develop cost-effective housing designs and promote the construction of quality and affordable housing that caters to the income profiles of 80 percent of Nigerians falling within the low- and medium-income bracket.

“One of the central pillars of my tenure as the Minister of Housing and Urban Development is the prioritization of affordable housing. It is of utmost importance that we address the housing needs of the 80 percent of Nigeria's population who fall within the no-income, low to medium earners category. These hardworking citizens are equally deserving of living in decent, well-planned homes and neighborhoods that reflect the principles of inclusivity and fairness. Achieving this requires affordable housing design concepts based on the most efficient bills of quantities,” he stated.

He noted that in his first week in office, he set up an Affordable Housing Design Committee to develop more efficient design options that fit the income profiles of Nigerians within the low- and medium-income bracket.

“Our Ministry professionals have done a great job and we ll like to have your comments before we unveil them to the public. Our goal is to come up with the most efficient, workable, and sustainable affordable designs that will help us deliver on our mandate,” he noted.

“Your profession plays a key role in the delivery of affordable housing. Your ability to manage costs, optimize resources, and ensure quality and compliance directly impacts the feasibility of affordable housing projects. By leveraging your expertise, we can create sustainable, well-built, and affordable housing solutions for communities, promoting social development and economic progress.

Indeed, quantity surveyors are the custodians of fiscal responsibility in construction. Your discerning eyes prevent wastage, ensuring that resources are utilized efficiently. Through their expertise, they pave the way for affordable housing without compromise.”

Furthermore, the Minister expressed his deep appreciation for the expertise of quantity surveyors and acknowledged their ability to optimize resources, manage costs, and guarantee quality, all of which directly influence the feasibility of affordable housing projects. 

He encouraged the NIQS to actively collaborate with the government in the ongoing review of building standards and regulations. The Minister emphasized the importance of aligning industry benchmarks with global best practices, ensuring they reflect the unique challenges and opportunities of the Nigerian construction sector.

In his remarks, President Shonubi Michael Olayemi commended the Ministry’s proactive approach towards affordable housing and assured the Minister of the NIQS’s commitment to collaboration. He reiterated the Institute's dedication to maintaining high standards within the industry and emphasized the importance of continuous professional development for quantity surveyors.

Good afternoon, ladies, and gentlemen.

* First, I would like to express my appreciation to the President of the Nigerian Institute of Quantity Surveyors, Mr. Shonubi Michael Olayemi and members of the Executive Council of the Nigerian Institute of Quantity Surveyors for this visit. 

* Your presence here today is not only a gesture of goodwill. It is also a testament to the importance of collaboration between the government and professional bodies in the collective goal to deliver decent and affordable housing to Nigerians and ensuring sustainable urban development.

* Since we assumed office, we have been meeting with several other professional bodies. This is because we believe that these stakeholder engagements are vital ingredients for the policies that we need to drive our reform agenda for housing and urban development in line with His Excellency, President Bola Ahmed Tinubu’s Renewed Hope Vision.

* So, for us at the Ministry, we would like to consider this visit not just as another routine visit of the Institute to a new Minister, but the beginning of a more impactful and result-oriented partnership between the Ministry and the Nigeria Institute of Quantity Surveyors.

The 2023 Extraordinary General Meeting (EGM) of Shelter Afrique commenced today at Sheraton Club des Pins Resort (Hotel Sheraton Alger) in Algiers, Algeria, with a resounding call from the Honorable Minister of Housing and Urban Development, Nigeria, Arc. Ahmed M. Dangiwa. The Minister, who is the Chairman of the Company’s 42nd Annual General Meeting (AGM) Bureau, emphasized the importance of shareholder unity and commitment to the company's mission to provide affordable housing solutions across Africa.

In his opening address, Arc. Dangiwa emphasized the significance of the 2023 EGM and its role in shaping Shelter Afrique's future. Concrete Pavement Better than Asphalt Pavement - Umahi

The Honourable Minister of Works, Sen. Nweze David Umahi has reiterated that concrete road pavement is better, cheaper and will last longer than asphalt pavement in the construction of roads in some part of the country because of the terrain.

He stated this at a meeting with Directors of the Ministry held for purposes of clarification by the Minister that the use of concrete is not a cast on iron but has been tested to be better than asphalt. The meeting took place at the Ministry’s conference room on Tuesday October 3, 2023.

The Minister noted that there are a lot of advantages using concrete in road construction stressing  that roads built with concrete can last for 50 years without having issues of portholes or washout, concrete roads have a longer lifespan, it can withstand heavy traffic loads, low maintenance, less affected by temperature fluctuations.

“A lot of advantages accrue to the use of concrete to construct roads, concrete roads lasts longer compared to asphalt roads reducing the need for frequent repairs and maintenance, it’s stronger and can withstand heavy traffic loads, it also has low maintenance”.

Umahi maintained that nobody is insisting that all on going road construction in the nation should be changed to concrete but that can happen under the following conditions; all roads constructed with asphalt pavement must be on concrete shoulder; alternative design on the road shoulder, no shoulder on roads with surface dressing.

“Nobody is insisting that all ongoing jobs will be on concrete, but anyone that wants to continue with asphalt can continue under the following conditions: no shoulder on surface dressing, alternative design on shoulder all road of asphalt pavement must be on concrete shoulder”.

He added that some of the contractors are still working with obsolete and old machines the number of machines on site is hard to get up to 50% of needed machines to carry out the project including personnel.

He encouraged the directors to fill free to come to him for any suggestion or logical argument saying that the mission of Tinubu’s administration is to improve on the road infrastructure across the nation for the good of all.

“I am appealing to our consciences to see ourselves as people going to the same direction and pursuing the same agenda for the betterment of all.  All those in the field are the same with people in the office. Services in the office is what is keeping the services in the site".

The new Artisan Bridge located at km 0+800 Enugu - Port Harcourt Expressway between New Artisan flyover /NNPC Mega Station in Enugu State collapsed and the FG represented by the Honorable Minister of Works, H.E, Sen. (Engr) David Nweze Umahi has swiftly visited the site of the collapsed artisan bridge a day after the information of its collapse reached the Ministry.

The affected Bridge was constructed in the late 1970’s and its collapse took place on Wednesday afternoon 27th September 2023.

The failed Bridge is located on a subsisting project (REHABILITATION OF ENUGU – PORT-HARCOURT EXPRESSWAY SECTION III: ENUGU – LOKPANTA IN ENUGU STATE. CONTRACT No.6251) and the project is still ongoing.

Consequently, a team of Engineers were deployed to the affected Bridge location so as to collate relevant data, and investigate possible cause of the collapse and come up with solution to restore the failed Bridge.

It has been recommended by the Engineers on site that the entire collapsed span be demolished, redesigned and re-constructed to avert future occurrences and loss of lives.

The Minister visited the site to access the extent of damage and to also proffer immediate solution to quickly assuage the suffering of both motorist and commuters plying the bridge. Sen. Umahi said he had to immediately visit because he knew the collapsed bridge has been of critical use to the Socio-Economic growth of the entire South East Region, particularly those commuters within and outside the Enugu State environ.

Earlier, the Governor of Enugu state, Barr. Peter Ndubuisi Mba, expressed sincere appreciation to  President, Bola Ahmed Tinubu for the immediate response  to access the collapsed bridge situation with the visit of the Minister of Works, Engr. Umahi who has also assured the Governor that the Federal Government is doing everything humanly possible to reconstruct the bridge with better quality local content materials which he confirmed had been tested and can stand the test of time of long period of usage and longevity of up to Fifty (50) years with no maintenance when built with Concrete Technology that's what is being advocated for use for Nigerian Roads and bridges with such already pioneer  construction both in the Apapa- Oshodi road, the Lekki-Ajah free trade Zone area in Lagos state, also experience has proved that concrete technology used in Ebonyi and recently in Cross River state by the Governor, Sen (Prince) Bassey Otu are the right way to go in Nigeria.

1  I  heartily convey my felicitations to the Muslim community  across the nation on this year's festival of  Eid-el- Maulud celebrated all over the world to mark the birth of the Holy Prophet Muhammad (peace be upon him) held this 27th  September, 2023.

2. As you celebrate this memorable event, may the joy of the ceremony continue to strengthen our resolve to work for humanity and grant us the divine persuasion to bear the fruits of peace, honesty, generosity, self-discipline and sacrifice which are the virtues of Prophet Muhammad and the values of his teachings. At this moment of our trajectory, the power to overcome our challenges lies squarely on our will to cultivate the best leadership and followership attitudes as that will guarantee our hope in seeing the best even in difficult times.

3. The administration of our dear President, His Excellency, Sen. Asiwaju Bola Ahmed Tinubu, GCFR is on a decisive calculated mission to restore the dignity of our nation and this calls for sacrifice and best attitudes by all Nigerians no matter the language, faith or class. FG in Discussion with Hitech.....Yet to Award

.....Lagos -Calabar Coastal Highway.

The attention of the Ministry of Works has been drawn to information reported online by nairametrics.com crediting a statement to H.E, Sen. (Engr) David Nweze Umahi the Hon. Minister of works as saying that the: “FG Awards LAGOS -CALABAR COASTAL HIGHWAY TO HITECH”.

This information is totally untrue and misleading.

The general public is to please note and be well guided and for the RECORDS. The FG has only recently opened a maiden  discussion with the Engineering company- HITECH on this project, a  second meeting is being considered to further access the the possibility of the project being handled by them.The Ministry has not awarded any such Contract nor has signed any such Contract Agreement with any company in this regard.

To this effect, media organizations are to please ensure their facts are duely authenticated with the Federal Ministry of Works before putting out incorrect information to the public.

Let's be more thorough in our journalistic activities as the Ministry appreciates as always the cordial and positive reportage of the Ministry's Policies and Programs.

Minister of Works Narrates His Tour of East West Road Experience To Akwa-Ibom And Cross River States Governments.

"...Driving through the East West Rd to feel what people are feeling shows that the right person is on the saddle of operation - Deputy Gov. Akwa Ibom to Umahi

The Honourable Minister of Works H.E. Sen (Engr) David Nweze Umahi, has narrated his experience during the tour of East West road to Akwa Ibom and Cross River State Governments while meeting with them at their respective states on Thursday.

The Minister said “We have been on tour of  East West Road , and I think that the heart of the economy of the Niger Delta people rest on this East West road, I started since Sunday from Abuja through Kogi to Benin , it has been a very ugly experience , I was on the road for 14hours, in some cases we could not pass we have to start going through villages, we saw trucks that have been on the road for more than 7days and then we came into Benin, East West road continues to Warri , it is the same story in some of the locations you see trucks piling over 5kilomettres parked because of bad road , Sapele to Agbor is so terrible , all these projects have been awarded by the previous administration which is a very good intention but while the contractors are on site working , the roads are failing”.

He continued “  I have challenged them to tell us why the roads are failing and they have not been able to do so , the dummy they sold to our people that because the roads are being overloaded , I have challenged them and they have shut their mouth up because they are doing bad construction work , there is no road they are building that is going to last 5years , if you take from Warri down to Port Harcourt , it is a very terrible experience , if President Tinubu did not send me to intervene,  in 30days nobody can travel from here to Warri, it is impossible , we have over 10 locations where the roads are below the flood lane and one section has already cut off “.

The Minister said to the Deputy Governor of Akwa Ibom State, Sen (Dr)Akon Eyakenyi “In section 2 of the East West road, I got very pleased with the bridges but the roads are very bad,  I have directed the contractor  to use his money and reconstruct it, the claim  that it is flood, I didn’t buy into that, he must reconstruct it with his money I don’t want to mention the name of the contractor , you can’t be working on the road and they are getting bad and you are asking us to pay you “.

“In  14days,  the entire length of the roads that are ongoing in this country the entire stretch must be maintained to relief the ugly incidence that we are seeing on our roads where the people are suffering, I thank President Bola Ahmed Tinubu that asked me to tour all the roads all over the country, he mandated me to tour the road as a  fellow of the Nigeria Society of Engineers to be able to assess it myself and bring up a comprehensive report to him , and I can assure you that at the time we roll out the concrete road pavement  that the Mr President invented and directed , Niger Delta people will be very happy “ He remarked.

Umahi said he had  inspected section 3 of the East West Road under RCC Construction company coming down to the boundary between Rivers and Akwa Ibom where the road is lower than the plain, he said the scope was not good enough  but had introduced another kind of technology for additional work which they would use  to raise the road.

The Minister reiterated the need to toll the roads, and said states needed to get involved in the Highway Development and Management Initiative (HDMI).

The Minister has also directed that, when anyone sees any section of the road being worked upon by a contractor and it is not motorable, the contractor should be stopped by the people immediately.

The Deputy Governor of Akwa Ibom State hailed the appointment of the Minister of Works saying “I stand here today on behalf of the Governor and the people of Akwa Ibom to welcome you on this official one day visit to Akwa Ibom State on inspection of Federal roads in Akwa Ibom State. I am very happy this is happening it is a proof that the right person is on the saddle of operation where you have to move personally to drive through all the bad roads to see things for yourself and to feel what the people of the area are feeling, it is the best thing to happen and I am very sure that will give you a great drive to do the needful, we are very grateful and I am very certain that this visit will bring good tiding to Akwa Ibom State”.

The Governor of Cross River State His Excellency, Senator  (Prince) Bassey Otu on his part said “We jubilated here over your appointment, the whole country is going to be better for it , I believe that contractors won’t do bad jobs and go with it, if government officials are not with them, our jubilation was based on the fact that you merited this appointment , you have already started well , just within a few days in office you have identified  some of the problems  and thank you so much for bringing innovation and all these ideas".

FG Will No Longer Accept Road Contract Certificate for Payment Generated by One Person – Umahi

.....No one will make unnecessary request during road construction – Eleme LGA Chairman.

The Honourable Minister of Works H.E Sen (Engr) David Nweze Umahi has remarked that the Federal Government will no longer accept road contract certificate for payment generated by one person, he made this statement while inspecting some roads within Rivers and Akwa Ibom States on Wednesday.

He said “No longer will certificate for payment be generated by one person, contractor must sign it, resident engineer as well. state controllers, regional controllers, and they will all endure inspections are done, state Commissioners of Works shall generate work done, prepare the certificate with calculations and geotechnical reports, sketches and valuation, then they will bring it to me, the moment I see that things are working I will sign within 6hours”.

“I have directed that any project that motor users cannot go through the entire length and breadth of the project awarded to a contractor, I will not sign the certificate, contractors must maintain all the roads,  the length and breath within their contract , I am directing the controllers and Directors of the Regions to ensure between Abuja and Port Harcourt they must fix the remedial works within the next 14days” He briefed the press.

The Minister, speaking further said “how could a  payment certificate be given for a road that has failed and the contractor is on site and you turn around to blame the leaders, who signs the papers ?, you  sign the paper and originate the certificate but I have directed that enough is enough , they must show me how increase in our contracts come about , anyone can sign a paper for them to pay but as for me I will not sign anything that I don’t know how it came about if you want to do ashphalt continue with it but you must sign a performance bond that the road must not fail within the life time of the project , I want Nigerians to know that overloading is not responsible for failure of the road , most of the contractors have jobs in more than ten locations with two equipment so they cannot cope with the volume of jobs”.

The Minister had also   directed that any contractor without COREN Certified Engineer must not be allowed to work, he said any consultant or civil servant that behaved the way they have been behaving their certificate would be withdrawn.

Umahi said President Ahmed Bola Tinubu is determined to end the sufferings of the road users in Nigeria, he said “road is everything to this country, road is everything to Commerce, road is everything to Solid Mineral, Medicine, Education, Agriculture and to Food Security".

The Honourable Minister was approached by youths of Eleme during his inspection for upgrading of four lanes to six lanes for Eleme junction to Onne junction road projects in Rivers State where he promised them that he would work with the youths to ensure that the road does not remain the same.

Earlier the Eleme Local Government Area Chairman, Hon. Obarilomate Ollor who spoke on behalf of the youths said “ I thank the Minister for coming to inspect this road on behalf of Mr President , this bad road has been responsible for the untimely death of so many people and more that ten thousands of vehicles ply this route daily , and from what you have said the youths will cooperate with you to deliver this project and we will not make unnecessary request”.

Some of the projects inspected by the Minister in Rivers and Akwa Ibom states included Aba- Port Harcourt road, Bodo Bonny road, Ogoni bridge, Reconstruction of Abak – Ekparakwa –Ette- Ikot Abasi road and the dualization of the East West Road Section four at Eket By Pass.
