RESPONSE:
The FGN introduced toll collection for Highway maintenance during the fourth (4th) National Development Plan, 1981 – 1985. Toll gates where dismantled due to revenue leakages and unmet maintenance of the tolled roads as the revenues then went directly paid into the national treasury coupled with planned introduction of fuel-tax on January 1st, 2004 for road maintenance. The fuel tax was abandoned prematurely due to a court order
